HARRISBURG – United States Attorney David J. Freed and Dauphin County District Attorney Francis T. Chardo provide the following update after this afternoon’s press conference on the Harrisburg shooting.
As the Chief Law Enforcement Officer for Dauphin County it has always been my goal to provide transparency to our government and to give the public a channel for communicating with the police, free of intimidation. On June 18, 2017, at 1146 hours, Susquehanna Twp. Police were dispatched to The Pines Apartment Complex for a domestic dispute involving Jaishawn Richardson. Subsequent to the domestic disturbance investigation Richardson was arrested and charged with possession of drug paraphernalia.
On June 16, 2017, at 1453 hours, subsequent to a mere encounter with a Susquehanna Twp. Officer Gregory Phillips was arrested for possession of marijuana at the Uni-Mart on North Front Street, Harrisburg, PA.

On 05/17/16 pursuant to a traffic stop, Ferrer was arrested for possession of a concealed firearm without a permit and possession with intent to deliver controlled substance. Inside Ferrer's vehicle was found a semi automatic handgun and 197 grams of marijuana.
