On January 17, 2023 at approximately 2:45 PM, police were contacted in reference to two adult males that appeared to be intoxicated and unresponsive in a vehicle. Police made contact with both occupants of the vehicle and observed signs of narcotic use. The front seat passenger was identified as PHILLIP FRATTI JR. He was charged with possession of a controlled substance and public drunkenness. A subsequent search of the vehicle lead to the discovery of a concealed handgun that had been reported stolen, in addition to additional drug paraphernalia. An arrest warrant was then obtained for FRATTI.
On February 13, 2023, FRATTI was taken into custody at approximately 12:23 PM for the active arrest warrant during a traffic stop. FRATTI was found to be in possession of several types of narcotics and drug paraphernalia to include methamphetamine, oxycodone, buprenorphine, and marijuana, all in various forms and quantities. In addition to being taken into custody on the outstanding arrest warrant, he was arrested on additional charges of Possession With Intent To Deliver and other related drug charges.
