On 8/13/17 at 1628 hours, Harrisburg Police responded to the area of N. 4th St. and Harris St. for a disturbance involving a firearm. The suspect was said to have since fled from the area towards N. 5th Street. Officers arrived and spoke to the victim who related that he got into a verbal argument with Steven Lynch. Lynch came off of a porch and grabbed the victim by the throat and pushed him to the ground. When the victim got up, he was grabbed from behind and thrown onto the ground again by Lynch who was making threatening comments. Lynch stated "I'll kill you" and reached for something on this waistband. The victim saw a silver firearm in Lynch's waistband. The victim ran behind a vehicle and stated that he was calling the police. Lynch began walking away from the area.
