On Monday January 27 at approx. 1:40 AM an HBPD Officer observed a VW Jetta fail to dim its high beams for a passing motorist.  Another lighting violation was observed and the Officer conducted a traffic stop.  The driver was identified as John Rios.  An odor of alcoholic beverage and burnt marijuana was detected by the Officer.  Rios admitted having marijuana inside the vehicle.  Marijuana and numerous items of paraphernalia were located during a search of the vehicle.  Prescription drugs were located that were not prescribed to Rios.

Rios failed field coordination tests and was taken into custody.  The Officer transported Rios to Central Booking where a blood sample was obtained for further testing.  He was processed on all charges and released.
