STRAY DOG OR OWNER ABANDONED?

This week HBPD was dispatched to a Chocolate Lab running at large.  The dog eluded capture until today.  

We are seeking the owners information to determine if this dog wandered off or if an owner neglected their duty of care.  The dog was wearing a brown Kong harness during his time on the run.
