The Department of Agriculture named February as License Your Dog month.  All dogs that are 3 months of age or older are required to be license by January 1st.  Annual licenses are $8.50 or less.  If you have not obtained a license for you dog, more information can be found here https://www.agriculture.pa.gov/Animals/DogLaw/License_Your_Dog/Pages/default.aspx

If your dog were to be found, a license can mean the difference of your dog being returned to you within minutes or your dog spending the night in a shelter.
