On Tuesday, August 21, 2018 at approximately 7:59 a.m. Swatara Police units were dispatched to the 3400 block of Derry Street for an armed robbery. Upon arrival officers found that the victim was robbed at knifepoint during which an undetermined amount of cash and financial documents were taken. The victim reported that a white male and white female were involved in the robbery and fled in a silver Ford pick up truck. Swatara Police Detectives determined that the suspects were Joseph WINGARD and Chelsea CAMP, both 27 years of age with no fixed addresses and located them at approximately 9:30 a.m. at the Hollywood Motel on Richardson Road in Lower Swatara Township. Chelsea CAMP was taken into custody without incident however Joseph WINGARD resisted arrest during which two officers sustained injuries including bites from WINGARD that required medical treatment. Following their arrest it was determined that both WINGARD and CAMP had committed an armed robbery at a restaurant in Harrisburg City during the evening hours of August 20, 2018.
During a search following their arrest officers recovered cash and financial documents taken from the Victim, cocaine, crystal methamphetamine and various items of drug paraphernalia. Both WINGARD and CAMP were arraigned on various charges including Robbery, Criminal Conspiracy, Resisting Arrest and Assault on a Police Officer. Both WINGARD and CAMP were remanded to the Dauphin County Prison as they were unable to post bail. WINGARD was also wanted by the Pennsylvania Board of Probation and Parole as he had violated conditions of his parole on a prior criminal conviction.
