On December 6th, 2020 at approximately 2230 hours, Highspire Police were called to a vehicle accident in the 100 block of Second St Highspire.  As police arrived they observed an overturned vehicle in the middle of the street that apparently hit two parked cars. The driver in the overturned vehicle was trapped inside and had to be rescued by the Highspire FIre Department personnel. The driver was ID as William Andrew Capps of North Carolina. Police recovered open containers of alcohol from inside the striking vehicle and the Capps displayed signs of intoxication. Capps was transported to Hershey Medical Center for treatment. Capps was charged with DUI, Reckless Driving, Accidents Involving unoccupied Vehicles and Restrictions on Alcoholic Beverages. Capps was arraigned by Dauphin County Night Court.
