On Tuesday, 10/12/21 at approximately 2200 hours, Highspire Police were in the area of 100 block of Penn St and could hear a disturbance taking place on the street.  Upon investigation the victim reported to police of being choked / strangled. Based on that information Police did arrest and charge Penny Hutchison for 1 Ct Strangulation.  Hutchison will have a preliminary hearing at DJ Lenker's Office 12-2-02 in the near future.
