On Saturday, 4/3/21 at approximately 1742 hours, Highspire Police were called to the area of Royal Mart on Second St for a report of a man down.  Police spoke to a witness who stopped to help the man who did a header onto a sewer grate. The man was ID as David Rupp of Steelton. During police interaction with Rupp, police noticed he was intoxicated. Rupp will be cited for Public Intoxication filed at DJ Lenker's Office 12-2-02
