(January 23, 2014) A Dauphin County judge today classified Randy Arnold, of Hummelstown, a Sexually Violent Predator under Pennsylvania's Megan's Law and sentenced him to 10 years to 20 years in state prison for charges involving the sexual assaults of three minors. In addition to his prison sentence Arnold was ordered to serve a consecutive 10 year probationary sentence with special sexual offender conditions that prohibit his contact with minors and require him to undergo counseling for sexual offenders for the rest of his life. When given the opportunity to speak before sentencing, Arnold declined to speak. Arnold was sentenced on four counts of Involuntary Deviate Sexual Intercourse, four counts of Indecent Assault, three counts of Corruptions of Minors, three counts of Unlawful Contact with Minors and two additional sex related charges. All three victims were present at Arnold's sentencing today and were pleased with both the sentence and the fact that the case was finally over.
On October 1, 2013, Randy S. Arnold pleaded guilty before Dauphin County Judge Andrew H. Dowling to numerous charges involving the sexual assaults of three minors. Arnold admitted to sexually molesting the boys who were between the ages of 11 and 16 years old at the time of their abuse. He abused the boys over a period of years from 2002 through 2013. He sexually assaulted the victims one at a time. When one victim grew older he moved onto his next victim. While there was some overlap in his abuse, none of the victims knew that the others had been abused.
Arnold had been investigated once before in 2010 for sexual abuse but the alleged victim recanted his allegations. It was discovered during the current investigation that Arnold had pressured the boy in 2010 to recant. Arnold promised it would never happen again. When Arnold learned of the new police investigation he again tried to get one of his victims to recant by sending the boy a video clip of himself begging the boy to lie so Arnold would not go to jail. The boy turned the video over to the police. Arnold later confessed his crimes to the police. Sgt. William Ryan of the Hummelstown Police Department conducted the investigation.
Chief Deputy District Attorney Seán M. McCormack described Arnold "as a predator in every sense of the word". McCormack continued, "This is a classic case of a sexual predator who manipulates his young and vulnerable victims for years, thinking only of his own desires and never giving a second thought to the damage he was leaving in his wake." All three victims were present at Arnold's sentencing today and were pleased with both the sentence and the fact that the case was finally over. McCormack indicated that Arnold's sentencing today "closes a very painful door in the lives of these victims".
Classification as a Sexual Violent Predator means that when Arnold is released from prison the police will go door to door and notify his neighbors that he has moved into their neighborhood. He will have to register his address for the rest of his life. He will also be required to verify his address with the state police quarterly.
