The Dauphin County District Attorney's Office, in coordination with the Dauphin County Court of Common Pleas conducted the first Dauphin County Domestic Violence Safe Surrender Day on October 22, 2014 from 9am-3pm at the Dauphin County Booking Center. A total of 17 defendants turned themselves in for outstanding domestic violence warrants, where they then received unsecured bail and a preliminary court date. Out of the people who surrendered, their warrants ranged from 2008-present. Megan Flickinger, the District Attorney's Coordinator for Domestic Violence prosecutions, remarked that the operation went extremely well and offered, "Great thanks to the staff of the Dauphin County Booking Center, Magisterial District Judge Rebecca Margerum, Magisterial District Judge Ken Lenker, and the staff of Dauphin County Pretrial Services for making this operation run as smoothly as it did".
The idea behind the program was if the offender had no other warrants, they would be released and rescheduled for court. The object of the program was not to fill the prison but instead get cases that were stalled due to bench warrants moving again through the court system so victims could finally have their day in court. Letters were sent to defendants with outstanding warrants urging them to report on Wednesday, October 22, 2014. The surrender date was scheduled at this time in furtherance of Domestic Violence Awareness Month in October. District Attorney Ed Marsico warned however that this was a two phase operation and that law enforcement will soon begin phase two which consists of a warrant sweep in the near future to arrest those that fail failed to take advantage of of the Safe Surrender program on October 22nd.
