With the coming retirement of Chief County Detective John F. Goshert, Dauphin County District Attorney Fran Chardo has the daunting task of naming a successor to the legendary chief. DA Chardo has appointed a search committee for that purpose. The search committee will consist of Chief Goshert, Magisterial District Judge William C. Wenner, First Assistant District Attorney Mike Sprow, Harrisburg Bureau of Police Commissioner Thomas Carter, Lower Paxton Township Director of Public Safety Adam R. Kosheba, Jr., and Hummelstown Borough Police Chief Justin D. Hess. Judge Wenner previously served as Chief County Detective. FADA Sprow serves as the first assistant in the office with 31 prosecutors. Commissioner Carter heads the largest municipal police department in the county. Director Kosheba is the current president of the Dauphin County Chiefs of Police Association. Chief Hess will become president of the Dauphin County Chiefs of Police Association next year.
Under the County Code, the district attorney appoints the chief county detective. In Dauphin County, the chief county detective heads the Criminal Investigation Division (CID) of the District Attorney’s Office. CID has 12 detectives as well as numerous special county detectives and assists police departments throughout the county. The chief county detective must have superb skills both as an investigator and as a leader to run such an office. Applicants must have ten or more years of experience as a police investigator including leadership experience.
