On Saturday, February 1, 2020 at approximately 0206 hours, MPD received a dispatch in reference to a loud noise/underage party complaint at 625 Spring Street Building 11. Upon arrival around 40 to 50 college aged students were throughout the complex and beer cans were scattered throughout the building. An odor of marijuana was detected as well. The odor of marijuana and beer can trail led to Apartment 1132. Contact was made with several individuals at the apartment, some of which became hostile and uncooperative leading to multiple agencies throughout Dauphin County coming to assist. A search warrant was applied for, signed by MDJ Judy and executed.  As a result of the search, a small amount of marijuana and drug paraphernalia was seized.  In addition the defendant; Joy Bratcher was in possession or consumed alcohol while being under the age of 21.
