On Sunday, November 22, 2020 at approximately 1813 hours, MPD conducted a traffic stop on a silver 2008 Cadillac STS bearing PA LKP0490 near the intersection of West Main Street and North Union Street.  The vehicle was traveling without their headlights illuminated.  Contact was made with the driver; Khylil Headen, who displayed signs of impairment as he was under the influence of marijuana.  Headen was placed under arrest for operating a motor vehicle while under the influence of marijuana.
