On Friday, November 1, 2019 at approximately 0025 hours, MPD made contact with a male in the parking lot of 7 Eleven; 12 East Main Street.  The male was witnessed sitting in a vehicle; a white 2016 Nissan Altima bearing PA KDC5128.  The male got out of the vehicle and stood by the drivers side door for a few minutes.  The male was witnessed by MPD stumbling and walking with a hunched posture towards the door to 7 Eleven.  The male was seen walking and stumbling around the store for approximately 15-20 minutes.  MPD approached the male as he was identified as Anthony Richard Popalo.  Popalo spoke with a slurred speech as well as swayed back and forth while he stood.  At this time, Standard Field Sobriety was administered.  As a result of the SFST's it was determined that Popalo was under the influence of alcohol and/or a controlled substance.  Popalo was placed under arrest for suspicion of driving under the influence of alcohol and/or a controlled substance.  Popalo was transported to the Central Booking Center for processing.
